Milky Foam in Oil Filler Neck

Hello All...

I have a KJ Sport 3.7 with 262000 Km's on the Clock.
Just started seeing milky residue in the Oil filler neck.

Driving conditions:
I drive 17 Kms to work / Home in the morning and evening. (About 15 Mins)
Some short trips during the day.
Temp has been cold recently, although at the moment, it is 8 degrees C and set to get a little warmer. (I live in Edmonton. AB)

What the vehicle is:
Vehicle is NOT down on power.
No white or blue smoke from exhaust.
Coolant "Header" tank is clean and free of oil residue in the coolant
Very Very Very slow leak from the bottom Rad hose to the block. (New hose on order)

Am I looking at coolant leak into the block via a head gasket or cracked head? Is this something these vehicles suffer from?
Is the PCV valve a possible issue here?

What I will do tonight is change the oil and the filter and inspect the Oil for Water. I will update.

Short trips, not getting it warmed up enough
common issues under those circumstances
Just getting the engine warmed almost enough then shutting it back down, heat comes up and you get the crap at the top of the neck.
Every few days take the long way home or run it down the road and get it up to operating temps for a while, that will help

When I first bought my KJ used at 30k miles, I was also surprised to see the milky build up on the oil filler tube & Cap. I cleaned em both using a Varsol cloth that was wet, but not dripping.
That gunk was glued on there.
I know my KJ had nothing but dino oil change before I bought it, and Switched to Mobil1 Synthetic & as Tom mentioned, I now allow kJ to get up to temp 4 a while - *no problems since.
At the same time I decided to look at the PCV valve, which is attached to the oil filler neck, and I am glad I did.
Even though it still rattled, ah....it was a bit slimy, and I don't think it was going to be much longer, before it was going to get stuck in z guck, & no longer rattle..
Since it was cold out, I used a hair dryer to warm the PCV, then twisted the heated PCV out, too ensure I did not crack the plastic outside connection/ neck.
A new dealer OEM PCV valve was then re-installed.
We often don't inspect the PCV as often as we should, as well.
