this is very common with boats, most figure that it is just like filling up your car. It isn't. There is a very careful technique to properly filling a boat and avoiding overspills. This is typical on boats of all different sizes and styles.
The most common issue is the venting system. If the vent is clogged the air in the tank must try to escape through the same hose as the fuel that is going in, which is what causes the fuel to change course and come back towards you. Check the venting on the tank, and the EVAP canisters.
Another issue may be the nozzle, they wear out easily, especailly when people "top-off" the pressure sensor on the nozzle will wear out which will cause it to continue running even when is should have stopped.
Try a different station or nozzle.
