Fan Speed Selector

Replaced fuses, relays, blower resistor and blower motor. Anything I'm missing, it still DOES NOT work.

the only thing I could think of replacing next would be the control panel for Heating/cooling.

What does it actually do? Does it run but only at a certain speed or is it totally dead?
