EVAP / Fuel fill issues

I have two issues that may be related. One, I am getting a small and a large EVAP leak error. Second, when you put fuel in, you must put it in slowly because if you try to fill quickly, the pump almost immediately stops. I am thinking these might be related, but how? First, I checked the purge, and it is working correctly. I also visually checked the hoses, and all is good there. I have on order a smoke test unit, my next step. The only clue I have now is that there is a hissing sound around the fuel tank when the engine is running and warm, so I am guessing that may be a leak. I am hoping the smoke test will reveal that. But what is puzzling: when I try to fill, the pump keeps stopping. If there were a leak in the EVAP, I would think the tank would be venting, at least abnormally. I guess these issues may be unrelated, but when I look at the diagrams, there appears to be a vent controller thingy on the top of the tank. Can that thing go bad and cause both issues? Both causing the EVAP leak and not venting the tank when filling?

i have the issue where sometimes when you fill up the gas shutoff doesnt kick in and it overflows .

The check valve might be the problem.
I'm not sure if the check valve can be replaced alone or if it's included in the pump ASSY.
There is an air filter next to the feeding port, but it is connected to the check valve.

The following is from the 2003 manual:

That was the image I saw, and I was thinking about what 11 was, but I did get the smoke test unit and found out the LDP was leaking smoke from the top of it. I am currently waiting for the replacement. I have to drive around to empty the tank (I just filled it), and if replacing the LDP fixes the errors I was getting, I will see if that also fixes the filling issue. I read that a bad LDP can also cause filling issues. Hopefully, that was just it, because pulling the tank does not sound fun. I was not getting smoke out of number 9, where I would expected it.
