Emergency brake seems weak?

Mine gradually quit working on me- potentially a big deal with a manual transmission. Firestone fixed it while they were replacing something else. It's worked fine ever since.

Funny thing though, sometimes when the temperature is above 60 degrees, it's VERY hard to engage the handle more than about 1/3 of the way. It still works just fine though and will hold on a fairly steep incline.

Okay, so the "clutch" style y'all were talking about... Would that be an explanation why sometimes my handle goes about 1/2 way and is tight, and then sometimes it goes 101% and the brake is on maybe 5-10%?
It went so far up at one point I literally had to get in the back seat and pull while pressing the release button to get it to go back down. Went one notch too many I guess.
