#9 fuse short circuit?

Ok so im attempting to fix what appears to be a short circuit on the #9 fuse (which controls the cluster,rear running light front turn signal and marker both on the right side)

So far ive unhooked my trailor wiring from the tail lights and checked all the bulbs. I have also visually inspected as much wiring as possible without really tearing into the jeep. the fuse blows as soon as i turn the head lights on. Ive done all my own work on this jeep. I would love to keep it that way i would hate to be defeated by a fuse and it end up in a shop after 3 years of ownership. So if anyone has any ideas i would they would be greatly appreciated.

Was anything installed under the seats? I only ask because I hit a wire loom I didn't realize was there and had to pull the seat and splice the wiring after having the same fuse blowing.
