I assume the radiator was filled, as there was coolant under the cap. I left it idle for awhile with the cap off, and now the bottom hose is hot to the touch, as are the heater core hoses. Heat is running consistently luke-warm.

The fuse is correct 10-amp mine blade fuse. I've gone up as high as 30-amp, just to see if it made a difference, and it fries those just as quick.
