Go ahead and go for it. I went the easy way and just swapped hoods with someone that already had the hood louvers installed. It made a difference in cooling and my a/c runs a bit cooler now.
The problem lies with the flapper valve. You can put in a GM part that resolves the issue. Here's a thread with a good write-up on how to resolve it.

Most likely the plastic bracket that attaches to the window broke. Replace it with a good metal piece and you won't have to worry about fixing that part again.
