First it is not a timing belt
It is a serpentine belt
If it is giving an evap error check for busted
vacuum lines

He can turn his off to cross water

I have both along with a 10" electric fan in front of
the cooler ,for those really hot long climbs
I have not had an issue ever in my TJ
#1 stay out of the mud it only cost you money
I have no clue about the drive by wire
As far as over heated you have multiple problems
Electric fan is done ,they don't like mud
Mech. fan clutches can wear out ,sounds like your issue
Mud can easily plug a radiator ,could also be your problem
The brake issue is called
"brake fade" and is normal if you ride them
The trans temp light is also normal for the 42rle
Both are corrected by driver not by Jeep
1st gear on your selector will prevent all of these issues
Off road 4wd Low range will prevent them even further
There is no way other than what you did
the radio pulls power off the battery
Depending on the quality of the battery you
may get a few hours out of it before it does not start
the Jeep
Let me put it like this
I owned a KJ
Sold it due to poor mpg
The wife drives 75 miles per day ,give or take
We now have a VW Tiguan
The KJ does 1 thing better ,go off road
And I have a modded TJ for that
The VW carries the same in cargo
0-60 and 60-0 way way way better
Oh yeah the KJ tows more...
They are directional
So what would you do for a spare?
Rotation would be front to back only
As far as a spare you could get any cheep
M/T in the same size and hope for the best

I had a ford 5.4L that from around 100k would loose
or burn 1 qt every 1k miles
This was in an '02
My current '09 has 105k and not a drop
Another guy has 1 of the old '02's ,not mine
He has 189k and loose about a qt every 3k or so
I say it is all dependant on the engine
