not sure how to swap your bulb, but as far as the keys go, if you only have 1 you cannot program another without a dealers scan tool. A locksmith can duplicate your existing key, but it will not be unique code on the chip so it will not allow you to add additional remote fobs. to program new...- mrlavalamp

If fuse 9 is tied to your BOTH your low beams then that is likely your issue with the fuse blowing. Each low beam should be on its own 10amp fuse (#4 and #5).
