Here is a cheap idea. You could add a rear spacer lift/extra iso's/longer shocks and put 245/75's on in the back since its 2wd. You could not rotate tires front to back, though. Add a clevis to the front to help level it.

The a/c cycles on and off even if you haven't turned it on, if the selector knob is on 1)feet, 2)defrost, and 3)feet and defrost setting, no matter what temperature is set. Maybe this is the sound you speak of? Just a thought. You might already know that.
