Why are my fenders at 19 inches?

So, we all know that the stock suspension setups sag with age. But, my 2002 with 156k miles with no lift is sitting at 19" in the front and 19.5" in the rear. The springs have Chrysler stickers on them so I know they're not lift springs of any sort. I've personally owned the Jeep for 6 years and it hasn't really changed in that time. This is measured from the center of the hub to the lip of the fender. You see my confusion?

My 2002 is the same. The original 2002s have higher springs than later ones due to a roll-over during NHTA handling test. Jeep decided to lower them the following year to be within standards and avoid future issues. We got lucky, at 150k mine still aren't sagging either.

This is my stock height right here:

Looks good! Yeah I'd completely forgotten about the pre-lowered thing. Nice to know it probably won't sag much further

So all Liberty's 2003 and later are 'prelowered'? I wonder what the factory measurement from the center of the hub to the lip of the fender on a 2007 should be?

As far as I remember it's 19 inches when measured from the center of the wheel to the outside lip of the fender
