Toque locking at low speeds!?!?!

cant stand it any longer, i must call the dealer to see if they can reset the toque to lock at higher speeds or i cant drive the jeep, if i turn od off, then it still lockes even lower.

Heres how it goes from dead stop: 40 ****** in 4th and toque locks, 45 ****** in 4th and toque must unlock just after locking to get me to 55 where it locks back and i slow back down until the toque unlocks, this is on slight hills, if i turn od off, the toque locks at 35 and never unlocks until it goes back into 2nd and rpms sky rocket, its killing me!!! if i bought an oboII tool could i do this my self?

Not sure an OBDII tool is what is used to reprogram a vehicle's computer. I thought that was a special computer the dealers had to do that. I could be wrong. As far as the locking, thats normal apparently for KJ's.
