Cold temperatures and a howling/buzzing noise?

This has gone on both winters since I've owned my Jeep: When I first start out, a kind of buzzing/howling/whistling noise can be heard, although not all the time. It sounds like it's coming from the dashboard or the vents--I can't tell. I know the fan belt is due to be replaced soon, but if the belt decides to make noise it's usually very obvious it's the belt because it sounds like it's coming more from the nose of the vehicle. As for the other sound--it seems to go away once the engine warms up a bit, but I was just kind of curious as to what it could be. I'll try to get a recording of the sound to post it.

The power steering pump usually howls on the KJs when it's cold outside until they warm up.

Another vote for the powersteering pump as your culprit... They make horrid sounds in the cold. It's a problem with the metal housing and plastic resivoir heating up [expanding] at different rates. This is what makes it scream..

Ours makes a terrible growl/rubbing noise during cold startup when it's very cold (<= 20 F). It seems to get worse every year. I've always believed it to be a sticky starter pinion not coming off the flex plate quick enough.

does the power leveling really work on the libby? ive heard after 50 starts the libby's ecu can by-pass it...
