I have an 06 kj 3.7 with a 6-speed 2wd.
When I try to turn it over I get nothing out of the starter. All of the fuses are fine and you can hear the starter relay click if you are under the hood. I have 12.95 volts at the battery and at the starter, however I get no power to the signal wire when I attempt to turn it over. If I jump the starter relay the starter will spin but the engine will not turn over. It can be push started with no problems.

If you need anymore info let me know...

If you jumper pins 30 and 87 inside the starter relay you expect to have the starter motor spin while at the same time engage with the flywheel...if this does not happen I would suspect that the starter solenoid is faulty.
Doing this type of jumpering totally bypasses the ignition switch and the interlocks such as transmission in Park etc.

The KJ starter solenoid is not the "Bendix" type that causes the pinion gear to fly outwards on rotation but has a solenoid that pushes out the pinion gear to engage with the flywheel.

You also need to check that the earth strap that grounds the engine to the chassis is clean and tight on both ends or you will be getting a major voltage drop at the starter motor.

actuator pin, I am seriously starting to hate my kj.

I've had the same thoughts. Hang in there. On my 06 with 65,000 miles I've had to do the actuator, rear gate switch, blower motor resistor, front hubs, ****** line leak, rear ujoints all within the last year. Still hunting down a front tick (possibly front drive shaft joint) and rear end creak. Small stuff and I'm handy, nothing major. In the end I still like our liberty and I feel that my wife is safe in it especially in the snow (despite what the govt thinks).:drink_nl:

Do not waste your time trying to get the replacement actuator pin assembly from the Dealers....they will insist that you need to replace the complete steering wheel assembly.

There are lots of posts on where to get this part at the best prices.
