It's in the grille.

I think it's located behind the front grill, centered, right under the hood. I can't imagine that it wouldn't be effected by the engine and/or wind. Ours often seems a couple of degrees warmer than our home outdoor thermometers read. I bet the super duper blackness of our Lib doesn't help much either!
