Help diagnosing the horn

Hello again everyone. As some of you may remember I'm new to the Jeep world and got my start with a Liberty. I'm currently trying to get it ready to go get the inspection done, and was going over all the basics to make sure it was ready. During this time I went to test the horn, to find out that it isn't working. When you push the button on the steering wheel it sounds like the contacts in the steering wheel are making contact. And I hear something that sounds like it is coming from under the dash, or perhaps the driver side kick panel, that sounds like what I would describe as a clicking sound and it's definitely related to pushing the horn button as it mimics every push of the horn. I will admit that I haven't spent much time at all trying to diagnose it yet. I figured as a Jeep rookie I would turn to all you veterans for some pointers. I'm looking for some pointers to help track down the problem. Let me know what info you've got. Thanks in advance for any help.

Horn relay needs replaced most likely

Or relay works but horn doesn't. Find horn, disconnect wire, connect test light to wire and ground and see if light comes on when honked. Or, horn disconnected, not there...

What year/model is your KJ so I can check the circuit diagram....or download the circuit diagrams yourself from the link below.

The click you are hearing will be the Horn Relay which sits on the rear side of the interior fuse panel...you have to remove this fuse panel.

There you will see several small relays..one of which is the Horn Relay. You should be able to identify it by sound when you press the horn button.

Swap it out with another identical relay next to it...the Horn relay is obviously energizing but possibly the contact inside it is dirty. If you put your Voltmeter on pin 87 of the relay you should see +12 volts appearing when pressing the horn if the relay contact is clean.

The Service Manuals are available here....download the year of your KJ...if you have a 2004 model then use the 2003 Service Manual it will be close enough....includes the wiring diagrams.

Go to Section 8 Wiring...Component location..find the Internal Fuse Panel which is called the Junction Block and in the Component location find the Horn Relay...this will take you straight to the Logic diagram for the Horn circuit.

You will need to trace the +12 volts going from the Relay to the horn but there is a good chance that actually the Ground side of the Horns...usually a Black wire...is corroded so you could first locate the horns...trace where the Ground wire goes or simply splice in another section of wire onto the Black wire and connect it to a clean chassis point somewhere....you can never have too many grounds..the component location shows where all the ground point are!
