My 2006 CRD gets 7.8 L per 100 on hwy and combined 9.5 L. per 100. I change the fuel/water separator ever year, MAF sensor clean, tires at proper inflation, run good synthetic oil, and don't be a jack rabbit - that should be a good start. Love the diesel growl!
