DONE! Worked like a charm. I also checked that other hanging harness while outside. I unwrapped all the electrical tape, checked for spices but didn't see anything all the way up into the body behind the headlight before it branches off in the wire loom. If a problem surfaces someday ill know...
I had no idea there was a shield. I figured there was probably some clips to hang it from the frame or something though. Any idea the part number so I can start my online/junk yard search.

I found part of the problem tonight and took a pic. Turns out my clips weren't the wrong type per say they just appear to be aftermarket and not a good fit compared to OEM. New ones look like the ones on the other side so this should resolve my issue.

I see the harness you are referencing making the large "U". I looks like it used to have clips holding it to the framing of the vehicle but mine just layed in the lower part of the valance. It appears untouched and wrapped in tape containing about a bazillion wires. I found lots of "butchery"...

I went and bought a roll of 18g wire because I thought that's what I read on the FSM but the wire said on the back of the package its in tended for single filament bulbs. The 16g wire said dual filament bulbs, turn signals, break lights and other items. Someone double check my math for me and...
thanks guys....I bought 15 of the ones on the right from amazon of 6 bucks and a 4 pack of the ones on the left for 5 bucks at napa. Ill also have extra of the ones on the left because the guy who repaired mine before used them on the entire passenger flair which explains why its not fitting...
