I had a similar problem with the driver’s side shock. The shock was loose even though the bolt was completely tight. I discovered that the bolt was actually worn. A new bolt fixed the problem.

Most likely you’ll have to cut the bolts off inside the wheel well. It took me about an hour and a half to do that. I had no reciprocating saw. But I have one now.
