Popped the covers and loosened two hinge screws each hinge. Unable to move the hinges to a different position, as though there is no adjustment there ... unless something is corroded up and stuck under there.

O'Reilly. Pep Boys and possibly others can test the alternator (on or off the vehicle). Call your local parts house and see if they do. Make sure the "slight noise" isn't a belt slipping or something. Take a look at condition of wiring associated with the alternator and battery.
Section 8P of the 2003 KJ Service Manual describes "Speed Control" in detail but no way ties it or that cable to the Transmission. I.just.don't.know. but glad shifting has improved for me.
