So, it looks like Jeep/Chrysler in US is processing these already, Chrysler Canada still has not even sent out the letters, and the dealers are not doing these yet.
This is the recent recall, N46, where they add / modify a trailer hitch to provide low speed crash protection.
In checking the Mopar site which chrylsercanada linked to, my 2004 Jeep Liberty has this N46 recall outstanding.

I went to my local dealer, they wanted to schedule an appointment to inspect the vehicle but wouldn't add the trailer hitch. I left frustrated.
I called Chrysler US by mistake (800 853 1403) and they had a great pre-recorded message explaining the recall. I waited to talk to a representative as I wanted to know if my vehicle did not have a hitch, if they would add it. After verifying me as the owner, he said yes. When he asked for my ZIP code I realized I had called US number
He then referred me to the Canadian customer support centre at 800 465 2001. After verifying me as owner, and checking my VIN, I had a great discussion with the representative there. It seems Chrysler Canada has not yet sent the letters out to owners and is not ready to start yet - soon he said.
So I asked him about adding a hitch to a hitch-less Jeep - he said yes. So back to the dealer once they issue the letters and the dealer clues in to what's happening.
BTW, the American representative had offered to call my local dealer - that's when we found out I had called the US instead of the Canadian one.
So - anyone else tried to have this recall processed in Canada ?
