2004 Libby 3" lift will 1990 ford ranger 15 x7 wheels with 5" backspace work
will they fit

Theres a few unknowns.
I think the ford has a smaller hub size, 70.3 vs 71.5 so thats a no go if the hubs are not large enough. might need to be machined. People do put moabs on the ranger since the moabs have a larger hub.
The remaining issue is does it clear the brakes. It has potential to fit as the offset is less then stock. Won't know till you try.
Rim size aside, are you lifted? Are you trying to fit 31 10.5 15's? If the answer is no real lift then that part won't fit either.

I doubt it, 5" backspacing, I bet you'll hit brake calipers first.
