Steering wheel center

Ok got under the Liberty expecting to see a normal adjusting collar on the tie rod end (whatever the actual name for it is) but I'll be if I see how to adjust the steering wheel alignment only. I'm at about 11 o'clock and yes, 90% of the front end parts have been replaced over the past year and proper alignment done. I didn't go ahead and take off the skid plate as it looks as if it has never been off by the condition of the bolt heads and really doubt Jeep would hide chit you need access to that often under it.
