No throttle return

Hey guys. I bought a new to me 05 Liberty CRD today. Didn’t get a chance to drive it around because of a broken ball joint.
Anyway, the throttle pedal doesn’t return to an ideal like it should. The engine will of you reach down and pull the pedal back, but not on its own.
Has anyone experienced this before?
Are these drive by cable or drive by wire? Could it be a return spring?

There is a metal cable going from the pedal into the engine bay where you will see it operates the actual electrical card.

Check that this cable is moving smoothly inside its outer cover....you may need to lubricate this cable with some Q10 or else the assembly is binding somewhere.

Have someone pump the throttle pedal while you watch the action inside the cabin and inside the engine bay.

Check the return spring.
