Help A C compressor + drier

It's July in MD-DC-VA and no AC is a torture the inquisition would not have used because it is too brutal—
Quick recap - AC pulley froze so I purchased a kit and replaced the compressor and drier. I drove for a few days before taking it to be vacuumed and charged. The shop told me I had taken too long and that the parts needed to be replaced.. I ordered a new drier but before I install it I need to ask some questions ---

I didn't get a replacement compressor yet ($250+ is an issue right now) --

  1. Is there a way to test the A C compressor? (I think it has PAG oil but I'm not 100% sure. I got it in May --)
  2. Do any Auto parts stores vacuum the drier / receiver when you get a Freon charge?
  3. When I replace the drier receiver how much time do I have to get it vacuumed and charged?
