Does the steering wheel lock when key is removed

I have a 2010 Jeep Liberty with a 3.7 and automatic ******. When I put the Libby in park and turn off the Libby, remove the key my steering wheel never locks in place. Is this normal? It has been this way since I bought it.

It will lock if you turn the wheel upside down before turning off and pulling the key. At least that's what KJs do...I assume KKs are similar/the same.
