Don't worry about replacing the downstreams. Leave what you have in there, but disconnect the electrical connectors going to each, just for now.

Received the converters, and installed them today. Cleared the codes took a drive and the rough idle park was a little better but did do the jumping up and down with RPM's still. Also the engine cut out lost power when driving twice where flooring the pedal has no response. Then it slowly comes back to life and resumes driving fine.

New codes.

Code 1 P0004 Fuel regulator ( This puzzles me as fuel pump is brand new just installed? )

Code 2 P1128

Code 3 P1129

Code 4 P0038

Code 5 P0058

I think the cheap oxygen sensors off Ebay are the issue?

New NTK ones are ordered.

Another question guys. Will unplugging the 4 connections on the ECU cause it to lose all its stored settings? I want to see if the connections are corroded & use some electrical cleaner to clean them if so.

No, unplugging the ECU does not erase any settings. I am a CRD owner, but it appears if a lot of your issues could be attributed to grounding issues in the wire harness. Liberty's are known to develop corroded grounding points in the engine bay that can lead to all sorts of issues. Not entirely sure on a gasser, but a CRD has at least 4 ground nodes that need to be looked at, so I assume a gasser would be similar.
