Won't turn over

I have a 03 liberty and when I turn the key the power to everything comes on but it won't turn over can I bypass the ignition switch until I figure it out I'm almost sure it's the ignition actuator

Welcome. You can try swapping one of the relay positions first, #30 under hood panel.
They are the same so just swap them around.
You must be registered for see images attach

Or next would be bypassing the starter relay with a jumper see video:
xc_hide_links_from_guests_guests_error_hide_media

Otherwise it could be a broken actuator pin in the ignition.

Yeah try out the suggestions above...most likely the actuator pin assembly.

If the above actions do not help:

Check if it starts in Neutral instead of Park.

Check the battery is good under load.

Check the battery terminals are clean and tight both ends and the engine grounding straps are clean and tight.

Check the connections on the starter/solenoid are clean and tight.;)
