Remanufactured heads with worn looking cam

I just received set of heads from Clearwater cylinder heads (which I regret and i will not use nor would I ever recommend them to anyone).

Anyway the heads came complete with head and cam shaft with rocker arms valve seats seals stems adjusters.

First one was clean looked good and installed fine.

Second one I noticed had all this crap on the gasket side face? Looked like compound or polish and rust spots leaking from various ports?

The cam shaft looks maybe half polished dirty and the collar behind where sprocket and target wheel go has dents in it?

Looking in ports there a bunch of that compound polish crap?

What I need to know is if I should even attempt to use thing as is? Or should I get it cleaned up? Return it and get another one somewhere else?

Oh. Looking at first head I now can see that cam wasn't clean completely either and there's rust on couple of lobes?
