OK, I don't claim to understand all the features on this vehicle. But the A/C compressor cycles even when no defrost or or A/C is selected.

Is this normal, or is there a stuck relay or something?

Dehumidifying.

The FSM has a rundown on switch settings. I think there is a setting when it should stay off.

The compressor will not cycle on/off in these 3 positions...

I'm calling shenanigans as well. Any setting on mine results in the compressor cycling. If the fan is blowing, the compressor is cycling.

My 04 has no A/C button.
Check your owners manual regarding the description, surely there must be vent modes only.

x2. If AC is on, it'll cycle more often, and it's "off" it's a little less frequent.

05+ has an AC button

Confusing= Dug into the 05 owners manual.
There are 9 selectable positions in the 2004 and 7 including the off in the 2005.

Based on defrost symbols and what is stated below, there still should be 2 positions remaining, where the compressor should not engage, with AC button off.
Those 2 are.. Panel & Bi-Level. The off position I would assume no compressor should run.
