The car in question is a 2002 Jeep Liberty. Actually it's called Cherokee as I'm in Europe but I guess everything apart from the name is identical.
This problem has arisen in the past few weeks. I'm pretty sure it hasn't been like this before.
There is a few second delay before the heater blower starts up. It is so long that I can back out of the garage before the fan starts blowing.

I have the service manual and it was no help. What could be the problem?

The blower motor resistor block may be on the way out and will eventually fry itself, where position 1 wont work anymore. Get a new one.
The upgrade "Sebring" (better quality) is listed on the photo below.

Does temperature effect it? On my 09 Grand Cherokee, on really hot days the blower wouldn't work till after I had been driving for 10-15 minutes. Really sucked.

Generally when the resistor goes, it only works on position 4. Doesn't really bring a delay, IIRC.

Check the grounding of the blower motor.....in Europe with snow and salt the grounding points on the chassis can get rusted up.

If you have the wiring diagrams you should be able to locate the grounding point in question otherwise I could look it up for you....or just add your own ground.

What model is your KJ....CRD or Gasser?

The car has 2.4 liter gasoline engine.
The fan speed has no effect. Temperature could cause this as it's been very cold lately.

If you take the glove box door off (open it, slide it towards door), it's behind there. Not real hard to get access too. If you look at pictures of one and/or have the new one, it's easy to see it.

Today it took over a minute before the blower started working. It is not so cold anymore so I don't think that the temperature is the cause.

Should I just replace the resistor? Can it be measured if it's about to broke?

Just replace the resistor.
Mopar-Sebring part # 5174124AA OR BWD like my photo, and part number is RU1040- google and see what's available in Europe...I paid $25 for the RU10140, works great.
The FSM only offers testing the resistor block wiring harness & switch, not the actual resistor block itself.
