There is nothing to mount them to. The bumper is just a plastic cover you would have to add a piece of angle iron to cross support in the picture to make them harder to still.

Sure. Buy a new set of clevis bushings. Drill out or burn the rubber out of the bushing. Buy some Polyurethane resin. Pour into new bushing housing with center sleeve set in the right location.

Yes. But you need 02,03,or 04 flares. 05 and later only the back will fit. Fronts are different do to different front bumpers.
