I know that you've heard the term you get what you pay for. I had a set similar to these and they worked great for what they were. They did bend over time and started rusting after a year.
Your best bet is to check Craigslist for oem bars.

In the future it is a million times easier to remove the headlight housings to add the new bulbs. My oem lights came with a red sealant ring.

South Carolina limits passenger vehicles to 6" of lift. Pickup trucks are not limited. Makes a lot of sense.... Yeee haw

Nitro shocks are cheap. I've seen many Liberty owners replace them after a couple years. My only suggestion is to spend the money once.
Also my KK was 5.5 years old when I put 245-70-16 tires on 16x8 wheels. Guess what happened? No rubbing! No sidewalls bulging out and definitely no tuner...
If your son has a 2004 Liberty then you can bet his springs have sagged some over the 10 years. Your best bet is to do him a favor and get new a spring lift.
Also 16x8 is fine, some say they are too wide but they aren't. Just depends on the size tire you are getting. I wouldn't use anything...
Water is coming out of the weld or you already have a rust spot? Not cool sorry to hear that.
I've scratched the powder coat and its rusted in that spot. I just cleaned it and painted over.

Well the way I check is to drive down a flat road and let go of the steering wheel. If you drift then you have an issue. Also tire wear could show it.
Probably isn't expensive to have your alignment checked.
