I have a stock 07 but need new tires to pass state inspection. What's the biggest I can get with no rubbing?

29" and under. I'd just stick with the stock size, chances are you're sagged out.

What if I wanted to take my chances? I want bigger tires, so I need suggestions.

Many of us have been playing with and building KJs for 10-12-14 years
What we post works best
With weak springs from the factory I'll bet you are sagged at least 1/2 to 1 inch, so there is no other " suggestions"
Now if you want to buy something and then find out they don't fit fine, but we shared our knowledge of what ACTUALLY works

BY THE WAY, I HAVE HAD KJs COME INTO MY PLACE WITH STOCK SIZE RUBBING BEFORE WE LIFTED IT SO.............
